H. E. Vladimir Norov弗拉基米尔·诺罗夫
SCO Secretary General 上海合作组织秘书长SCO Secretary-General Vladimir Norov was born in the Bukhara Region (Uzbekistan) on the 31st of August in 1955. As for Mr. Norov’s educational background, he graduated from the Bukhara State Pedagogical Institute in 1976, the Academy of the Interior Ministry of the USSR in 1985 and got a doctorate in Jurisprudence from the Academy of the Interior Ministry of the USSR in 1990. Secretary-General is fluent in English, German, Russian and Tajik languages.
Vladimir Norov started his professional career at the Ministry of Internal Affairs of Uzbekistan, where he worked from 1978 until 1992. During the period from 1992 until 1998, Mr. Norov held several major posts within Uzbekistan, such as Expert, consultant on administrative and legal issues at the Executive Office of the President of the Republic of Uzbekistan; Deputy, then First Deputy Minister of Foreign Affairs of the Republic of Uzbekistan; State Councilor of the President of the Republic of Uzbekistan. In 1998, Secretary-General became Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan for the first time, and until 2003 was working in three different countries: Germany, Switzerland and Poland, and since that moment Vladimir Norov became involved in different international missions, including the mission of the Republic of Uzbekistan in the European Union (EU) and NATO, held different posts in Ministry of Foreign Affairs of the Republic of Uzbekistan. Since 1 January 2019, he became SCO Secretary-General.
Vladimir Norov holds the diplomatic rank of the Ambassador Extraordinary and Plenipotentiary, was awarded the Order of Mekhnat Shukhrati (Glory of Labour) of the Republic of Uzbekistan in 2003. Mr. Norov is married with three children.

1978年，诺罗夫开始他的灿烂前程：他至1992年在乌兹别克斯坦内务部担任各项职务。从1992年至1995年，他当乌兹别克斯坦共和国总统办公室行政法律事务顾问、专家，然后，从1995年至1996年，他当乌兹别克斯坦共和国外交部第一副部长、副部长。从1996年至1998年，弗拉基米尔·伊马莫维奇当乌兹别克斯坦共和国总统顾问。1998年至2003年，他担任了乌兹别克斯坦共和国驻德国、瑞士及波兰特命全权大使；从2003年至2004年，他当乌兹别克斯坦共和国外交部第一副部长。从2004年至2006年， 诺罗夫·弗拉基米尔·伊马莫维奇当乌兹别克斯坦共和国驻比利时特命全权大使，乌兹别克斯坦共和国驻欧盟及北约使团团，然后，当乌兹别克斯坦共和国外交部部长以及乌兹别克斯坦共和国外交部第一副部长。从2013年7月至2017年3月 ，担任乌兹别克斯坦共和国驻比荷卢经济联盟大使，乌兹别克斯坦共和国驻欧盟及北约使团团长；从2017年至2018年，他当乌兹别克斯坦共和国总统直属战略与区域间研究所所长。自2019年1月1日起 上海合作组织秘书长。
特命全权大使外交职衔，掌握英语和德语。荣获乌兹别克斯坦共和国劳动光荣勋章（2003年）。 诺罗夫·弗拉基米尔·伊马莫维奇已婚，育有三名子女。
Nie Lixia聂丽霞
General Manager of Innoway 中关村创业大街总经理Nie Lixia is a member of the Communist Party of China (CPC). She graduated from Shandong University in 2001 from the School of Energy and Power Engineering. Thereafter, she went on to Renmin Business School and graduated with a Masters’ degree in Business Management.
From 2004 to 2014, Nie Lixia successively worked in Greatwall Strategy Consultants, Tus Holdings Research Institute, Tuspark International, as well as in the innovation department of Tsinghua Technology and Innovation Holdings. Since April 2014, Ms Nie has devoted herself to the development of the innovation centric area - Zhongguancun, serving first as the general manager of Beijing Haizhi Science and Technology Service Co Ltd，then as the Assistant General Manager of Beijing Haidian Real Estate Group Co., Ltd. She has been the General Manager of Innoway since February 2017. She was also appointed as the Director and General Manager of Innoway’s investment subsidiary- Inno Capital since May 2017.
聂丽霞，中共党员，汉族。2001年毕业于山东大学热能工程（电厂热能动力）专业，获得学士学位；2004年毕业于中国人民大学商学院技术经济与管理专业，获得管理学硕士学位。
2004-2014年，聂丽霞先后任职于北京市长城企业战略研究所、启迪控股股份有限公司研究院、启迪科创（北京）科技发展有限公司创新咨询部、清控科创控股股份有限公司创新创业事业部。自2014年4月起，聂丽霞投身于中关村创业大街的创新与发展，先后出任北京海置科创科技服务有限公司总经理，北京海置科技服务有限公司总经理，北京海淀置业集团有限公司总经理助理。2017年2月至今，担任北京中关村创业大街科技服务有限公司总经理；2017年5月至今，担任北京中关村创业大街投资管理有限公司董事长、总经理。
Luo Lin罗琳

Du Xiaoyu杜晓宇

Alexey Karpenko
Founder & CEO of JoinPro (SCO Youth Card)), Head of the Secretariat of SCO Youth Council 上合青年卡Join Pro 创始人兼总经理，上海合作组织青年理事会秘书处负责人Mr. Alexey Karpenko is the Head of the Secretariat of the Youth Council of the Shanghai Cooperarion Organization, the Head of JOINPRO (SCO Youth Card) - the SCO-centered tourism platform and a member of the Board of Trustees of the Youth Public Chamber of Russia. Alexei was born in Ust-Ilimsk, a city in the Irkutsk region of Russia. He obtained a degree in Automation of Technological Processes in Metallurgy and Mechanical Engineering from the Moscow State University of Metallurgy. In the course of his career, Alexey also worked as the Regional Curator and the Head of the youth wing of the Social-Democratic Party of Russia, the Head of the Apparatus of the Youth Public Chamber of Russia, the Head of the Working Group for establishment of the Youth Council of the Shanghai Cooperation Organization and the Head of the Secretariat of the SCO Youth Council.
阿列克谢·卡彭科先生是上海合作组织青年理事会秘书处负责人，也是以上合组织地区为中心的旅游平台JOINPRO（上合青年卡）的负责人，以及俄罗斯青年公共商会的理事会成员。阿列克谢出生于俄罗斯伊尔库茨克州的乌斯特伊利姆斯克。他在莫斯科国立冶金大学获得了冶金和机械工程技术过程自动化的学位。在他的职业生涯中，阿列克谢还曾担任俄罗斯社会民主党的地区负责人和青年联谊会负责人、俄罗斯青年公共商会的仪器负责人、上海合作组织青年理事会筹备工作小组负责人和上海合作组织青年理事会秘书处主任。
Victoria Khu胡凤兰
President of SCOLAR Network 上合国家青年平台主席Victoria Khu is a Russian born Chinese with MA from Tsinghua University. She is a co-founder and president of SCOLAR Network (2017), a platform for young leaders from 18 Shanghai Cooperation Organisation (SCO) countries, affiliated with the SCO Secretariat. Victoria is a Chief Project Coordinator at OCTO Consulting - a Beijing based advisory company focusing on projects in Belt and Road and SCO Region. She is also a TEDx speaker and a member of Global Shapers community, an initiative of the World Economic Forum.
胡凤兰，俄罗斯第三代华裔，清华大学硕士毕业生。她于2017年联合创办上海合作组织秘书处支持的上合国家青年平台SCOLAR Network，聚集了来自18个上合组织国家的青年领袖 。胡凤兰是OCTO Consulting的首席项目协调员，是一家位于中国北京、专注于“一带一路”和上合区域项目的咨询公司。胡凤兰也是TEDx演讲者及达沃斯世界经济论坛下设的全球杰出青年社区成员。

Kamala Atakishiyeva
Founder and CEO of OnPoint Health and Beauty CompanyKamala is the founder and CEO of OnPoint Health and Beauty Company, which provides access to natural and cruelty free personal care products for women in China through the e-commerce platform. Seeing the lack of access to a variety of reliable personal care products, especially in an environment where air and water is severely polluted, encouraged Kamala to launch this project while she was doing her master degree at Tsinghua University. Even in her home country, Azerbaijan, Kamala won a grant from government fund in the competition for startups. Evgeny Kosolapov柯煜靖
Permanent Representative in China of Skolkovo Foundation 斯科尔科沃基金会中国常驻代表Graduated from Novosibirsk State University with a degree in Economic Cybernetics, Evgeny wrote his thesis on the topic of International integration process. Since 1998 he has been closely connected with Asia working at AIESEC, a student organization, and opened AIESEC’s branch in China. He interned in Singapore at the Asian headquarters of the DHL and was appointed product manager for the Russia-Eastern Europe region. After that, he was invited to lead the international business of “UFT – mobile technology” and developed its business in Europe and USA. In 2011 he came back to China to lead Asian departments (China and India) of an i-Free holding, a company working on software products in telecom industry. Evgeny is often invited as a speaker to professional conferences and events. He is also an active member of China’s Russian-speaking community and was awarded by the Government of Moscow and the Embassy of Russia in China. In 2016 he joined Skolkovo Innovation Center and became its permanent representative in China. Evgeny lives in Beijing with his family.

Jianqiang Wan万建强
Vice CEO of Astana International Finance Centre 阿斯坦纳国际交易所Sam Wan is Deputy CEO of AIX. Mr. Wan oversees development of the China Market, and the Belt and Road initiative development in AIX. Zuhursho Rahmatulloev
Co-Founder of Alif CapitaMr. Zuhursho Rahmatulloev is Co-Founder of Alif Capital, a fin-tech company in Tajikistan and Uzbekistan. Prior to joining Alif, from 2011-12, Mr. Rahmatulloev served as Business Development Manager at BDO Tajikistan, one of the leading audit firms in the country. Previously he also co-founded and failed a number of start-ups in real estate and tourism. In addition, he co-founded a Public Organization, “Peshraft,” which supports young Tajik leaders through various stipend programs as well as different social initiatives. Mr. Rahmatulloev holds an MA in International Political Economy with merit from the University of Warwick, UK (2010) and a BA in Business Administration with merit from London South Bank University (2009). He also holds a Chartered Islamic Finance Professional degree from the International Centre for Education in Islamic Finance (INCEIF) in Kuala Lumpur, Malaysia (2013), a leading educational institution in the field.

Aikanysh Saparalieva
President of E-commerce Association of Kyrgyz Republic 吉尔吉斯斯坦电子商务联盟主席Aikanysh Saparalieva is an e-commerce entrepreneur, the co-founder and president of the e-commerce Association of the Kyrgyz Republic. She has received her masters degree in e-business management at the University of Warwick, UK. The research areas covered the analysis of various factors affecting the e-government and e-commerce development in developing countries. Aikanysh has interned at the e-government branch of UNDESA at United Nations Headquarters in New York and was involved in developing the UN E-government development survey 2018. Aikanysh is the initiator of the establishment of the e-commerce Association in Kyrgyzstan which was launched to foster the e-commerce development in Kyrgyzstan, to enhance the export potential through cross border e-commerce and to become a platform for dialogue between online business community, Government and international partners. As a leader of the e-commerce Association, Aikanysh is involved in developing e-commerce policy and law in Kyrgyzstan and in other integration unities where Kyrgyzstan is represented such as Eurasian Commission. Aikanysh was appointed as a contact representative of Shandong Foreign Trade Vocational College (China) in Kyrgyzstan.
