During his years with the Shanghai Customs, he served in various positions such as Shanghai Customs Commodity Classification Center, Declaration and Inspection sections of Waigaoqiao Customs of Shanghai Customs District, resolving disputes between Customs and importers in terms of the classification, valuation and declaration. He is also familiar with processing trade, duty exemption, bonded inventory management, etc.
His industry experience includes life science, chemical, garment, electronics and automotive. He has been helping over 90 MNCs in the past two years in the field of trade compliance and duty cost planning. In particular, He has helped over thirty MNCs achieve the alignment on prospective/retrospective TPA with China Customs as well as the smooth implementation with other relevant authorities, such as SAFE.
Alex is a seasoned negotiator with extensive background in coordinating relations between Customs and companies to find "win-win" outcomes. He has completed successful proposals for import duty rate downward adjustment to the General Administration of Customs and the Tariff Committee Office of the Ministry of Finance.
Also, he is experienced in assisting companies on royalty audit defense and has assisted many companies (in Suzhou, Shanghai, Wuhan, etc.) to respond to Customs’ special royalty audit and helped the companies to retain their legitimate rights.
