Senior Strategy and Policy Officer at Asian Infrastructure Investment Bank.

Born in Pakistan, Dr. Toor’s key expertise includes portfolio management, program development, strategy development as well as implementation along with policy formulation and compliance. His main responsibility in his current role is to develop, refine and enhance the Bank’s strategies, business plan, operational policies, directives and guidelines, as well as to ensure their implementation and compliance.

Prior to joining the AIIB, he was a Senior Program Management Specialist in the Islamic Solidarity Fund for Development (ISFD), Islamic Development Bank Group, Jeddah, Saudi Arabia. At IDB, Dr. Toor led the corporate strategy and business plan development of the ISFD. He also developed flagship programs aimed at poverty reduction in several countries across the world in energy, health and education sectors. Moreover, he served as a Board Member of the Lives and Livelihoods Fund (a $2.5 billion multilateral fund for poverty reduction, currently operating in 30 countries across Africa and Asia). He has also been part of several strategic initiatives on Women and Youth Empowerment.

Before joining IDB, Dr. Toor was a lecturer at the Faculty of Built Environment, University of New South Wales (UNSW), Sydney, Australia. In addition, he has worked at the National University of Singapore (NUS) as a Research Fellow after receiving his PhD from the NUS. Further, he has also worked with various international consultants in various roles. He has published widely in several international journals, spoken at many international conferences and earned much recognition for his research and publications.
