Dr. Christine Althauser
Consul General of the Federal Republic of GermanyIn August 2017, Dr Althauser was appointed Consul General of the Federal Republic of Germany in Shanghai. She grew up in Baden-Württemberg in Germany. After studying Political Science, Slavic Languages and Literature and Sinology in Heidelberg, Taiwan, Moscow and Luxembourg, she joined the Federal Foreign Office in 1985. She was posted to the German Embassy in Beijing from 1987 to 1990. From 1990 until 1993, she worked at the USSR/Russia desk at Federal Foreign Office headquarters in Bonn. She was subsequently posted to the German Embassies in The Hague and in Moscow. She has been seconded to the Policy Planning Staff at the Federal Ministry of Defence in Berlin, has been posted to the Permanent Representations of the Federal Republic of Germany to the European Union in Brussels and to the Council of Europe in Strasbourg, and has served as Head of the Crisis Prevention Division at the Federal Foreign Office in Berlin. Ms Althauser received her doctoral degree from Heidelberg University and has lectured in Political Science at Freiburg University while working at the Federal Foreign Office’s Economic Affairs Directorate-General. Prior to her assignment in Shanghai, Dr Althauser was Head of the Press Section at the German Embassy in Moscow and also served as Ambassador of the Federal Republic of Germany in Skopje (Macedonia) for three years.
Mr. Titus von dem Bongart (Moderator)
Partner/Head of GBN Greater China, ASEAN, and Korea at Ernst & Young (China) Advisory Ltd. Shanghai Branch OfficeTitus von dem Bongart qualified as German Attorney-at- Law in 1996. After working 10 years for other companies, he joined Ernst Young Shanghai as a Partner in 2006. He is a lecturer for Chinese Tax at the University of Hamburg as well as the Tongji University in Shanghai. Titus is the Vice-Chairman at the German Chamber of Commerce Shanghai and Chairman of the More than a Market Steering Committee.
Since 20 years, Titus von dem Bongart has regularly advised clients on various matters related to their China investment, e.g. the restructuring of their China stet-up/ China impact of international restructurings including supply chain models and other changes He deals with various matters related to different areas of foreign investment in China, e.g. forex, permanent establishments, tax compliance, tax efficiency and incentives Titus is a frequent speaker related to China tax matters and regularly publishes relevant articles He has served all Dax 30 companies with investment in China as well as a big number of medium sized and small scale companies in different industries.
Matthias Schaefer
Jury Member of More than a Market I Chief Representative Office China Shanghai at Konrad Adenauer StiftungPrior to joining the Konrad-Adenauer-Foundation in March 2003, Matthias Schäfer worked at the ministries of finance of the state of Berlin and Baden-Württemberg in the department of budget control and taxation. Before, he was junior consulter at Public Sector of Kienbaum Consulting in Düsseldorf (Germany) and junior auditor at Coopers & Lybrand in Frankfurt (Germany). Before becoming Chief Representative in China Shanghai, Matthias Schäfer was head of the team Economic Policy in the Think Tank department Politics and Consulting of Konrad Adenauer-Foundation in Berlin.
William Lu
Managing Partner at FuGuan Law Firm & Legal Center for NGOWilliam Lu (Lu Xuan), is currently managing partner of FuGuan Law Firm. He is also board chairman of Legal Center for NGO (“ForNGO”). He has been practicing as a professional lawyer since 2002 and had worked for Mayer Brown, Shanghai office for 12 year since 2004. William is a lawyer in non-profits, charities, FDI, M&A and real estate laws.
William has had 16 years of experience working as a volunteer and NGO leader since 2003. In 2012, he established ForNGO, as a founder, a legal center that runs capacity building seminars for NGOs and conducts academic researches on NGO laws in China. William graduated from Fudan University with a L.L.B. degree in 2002 and subsequently received a L.L.M. degree from East China University of Political Science and Law.
Dr. Sigrid Winkler (Moderator)
Executive Chamber Manager at German Chamber of Commerce in China | ShanghaiIn October 2016, Dr. Sigrid Winkler was appointed Executive Chamber Manager at the German Chamber of Commerce in China | Shanghai and is in charge of the membership organization at the Chamber. Dr. Winkler joined the German Chamber earlier in spring 2016, initially as Project Manager Social Responsibility where she was responsible for the More than a Market initiative. Dr. Winkler holds a PhD in Political Science from Vrije Universiteit Brussel in Belgium and a bachelor’s degree in Chinese Studies from Vienna University. Before joining the German Chamber, she was Head of Office of the Austrian Academic Exchange Agency (OeAD) in Shanghai. Previously, Dr. Winkler managed international business development projects in China and Eastern Europe for Business Upper Austria, the economic agency of the regional government of Upper Austria. She has published numerous peer-reviewed articles on EU-China relations, and since 2002, she has been regularly coming back to China for shorter and longer-term stays.
