Rashid Alimov graduated from Tajik State University in 1975 and from the Academy of Social Sciences at the Communist Party of the Soviet Union (CPSU) Central Committee in 1989. Doctor of Political Sciences. Fluent in Tajik, Russian and English.
Mr. Alimov worked previously as the Minister of Foreign Affairs of the Republic of Tajikistan, Permanent Ambassador of the Republic of Tajikistan to the UN, Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan to the People's Republic of China, Permanent Ambassador of the Republic of Tajikistan to the Shanghai Cooperation Organisation (SCO). He is the SCO Secretary-General since 1 January 2016. He holds the diplomatic rank of the Ambassador Extraordinary and Plenipotentiary. He is an author of 13 books and over 50 articles on international relations published in academic journals in China, Kazakhstan, Russia and Tajikistan. Mr. Alimov received the state orders Friendship of Nations and Sharaf, as well as medals and other awards of the Republic of Tajikistan. He is a winner of the Silk Road — Humanitarian Cooperation International prize and gold medal for special contribution to humanitarian cooperation between SCO member states.
Sergey Vadimovich Kanavsky was born in 1961 in Moscow. From 1994 to 2004 Mr. Kanavsky was a diplomatic worker in the representative offices of Russia in the Scandinavian countries. From 2006 to 2009 he was an adviser of the Vise-Chair of the Council of Federation of the Federal Assembly of the Russian Federation, where he was responsible for the international aspects of cooperation. In 2007 he was elected as an Executive Secretary of the Business Council of the Shanghai Cooperation Organisation.
Victoria Khu is a Russian born Chinese graduate student from Tsinghua University. She is passionate about building communities that can make a lasting impact across regions and countries. She co-founded the Russian Student Association (RSA) in 2015 and the SCO Countries Youth League (SCOLAR) in 2017 which were supported by the Russian Embassy to China and the Shanghai Cooperation Organization Secretariat respectively.
Professionally, she has been devoted to working as a founding member of a boutique consulting firm - Octoplus Advisory, focusing on projects on the Belt and Road countries. Victoria is also a member of the Global Shapers community, an initiative of the World Economic Forum.
Mr. Kosolapov graduated from Novosibirsk State University with a degree in Economic Cybernetics and a diploma in International Integration processes. Since 1997, he has been closely involved with Asia within the framework of the public student organization AIESEC and opened a representative office of the organization in China. Afterwards, he trained in Singapore at the Asian Headquarters of DHL and he was appointed the head of products in the Russian-Eastern European region. He was then invited to lead the international business of UFT – mobile technologies, where he developed the business in Europe and USA. Since 2011, he returned to China to lead the Asian units (Chinese and Indian) holding i-Free – software products in the field of Telecom and brought in a Chinese office of China Telecom's top 3 partners in 2013. A regular speaker at industry conferences and events, he is highly engaged in the Russian-speaking community in China, for which he was awarded the gratitude of the Government of Moscow and the Russian Embassy in China. Since 2016, he joined the SKOLKOVO Foundation, becoming a permanent representative in China.
