Prometheus Bound? China the Constrained Superpower


Viewed from Washington, Canberra or even Manila, China looks like a thrusting, expanding global power. Geoff Raby argues that this view neglects the constraints on China's exercise of power beyond its borders. Unlike the United States, which rose to global preeminence with few limitations on its geopolitical ambitions, China may faces several factors inhibiting its assertiveness.


Geoff was Australia's Ambassador to China from 2007 until 2011, and a career diplomat for 27 years before that.
