Foreign observers reacted with disappointment to the announcement released by the Communist Party after the four-day Plenum. While it did promise further reforms and the opening of the country, the announcement largely corresponded to statements made in the past—old wine in new bottles.


On the Chinese side, however, there was enthusiasm: "The Third Plenum boosts confidence, injects certainty into the world," titled the Global Times. The China Daily called it a milestone, "Plenum marks milestone in further reform."
