The Shanghai Master Plan 2017-2035 (hereinafter referred to as “Shanghai 2035” or the Master Plan), is organized and prepared by Shanghai Municipal People’ s Government and is the first megacity plan approved by the State Council after the 19th National Congress of the CPC. It comprehensively implements the spirit of the 19th National Congress, takes Xi Jinping’ s thought on socialism with Chinese characteristics for a new era for guiding ideas with a clear stand. It also serves as the basis and official document for city planning, construction and management within the jurisdiction of Shanghai. It is also an important document to guide the future development of Shanghai, and a development blueprint to realize“Better City, Better Life”.

German Chamber of Commerce China/Shanghai is pleased to invite you to a policy briefing with Shanghai Municipal Bureau of Planning and Land Resources (上海市规划和国土资源管理局) on Friday, April 20th 2018. Official from Shanghai Planning and Land Resource Administration Bureau will brief about the overall development priority for Shanghai in this plan, and how foreign companies can actively involve in city’s future development.

About Shanghai Municipal Bureau of Planning and Land Resources
Shanghai Municipal Bureau of Planning and Land Resources is one of the functional departments of the Shanghai municipal government. Its major responsibility includes but not limited to:
  • Implementing guidelines, policies, laws and regulations issued by the central and municipal governments concerning land, mineral resources, surveying and mapping. drafting and carrying out relevant local rules and regulations;
  • supervising the service sector of public land resources; to monitor land use market and the use of construction land, supervise land use prices, and participate in drafting policies and measures to regulate and control public land resources usage;
  • To issue notes on location opinions, land use planning permits, and building permits for proposed building projects
  • In change of investigation and administration on existing land use conditions and registrations
